The South African road network has an asset value of some three trillion Rand, and as such road administration is ‘big business’.

Because roads play such a major role in a country’s social and economic development, generally rated second only to education in this respect, this state of affairs involving inadequate administration of the network should not be allowed to continue.

World Bank and other publications have shown that there is massive wastage in road expenditures and that poor roads significantly increase road user costs with a deleterious effect
on the economy.
