Understanding and Managing Road Safety Audits

Why Road Safety Audits?

Road crashes remain important health, social and economic issues in South Africa. As many as 10 180 people died in road crashes in 2023, a 2.5% decrease over one year from 10 446 in 2022. The National Development Plan 2030 goal is to reduce fatalities by 50% by 2030. An emphasis on preventative measures to reduce road safety risks on roads is required.

Well-documented experience in Europe, Australia and elsewhere shows that road safety audits are both effective and cost beneficial as a proactive safety improvement tool. This is reflected in the growing number of countries, both developed and developing, that have introduced road safety audits.

South African National Roads Agency Limited (SANRAL) policy is to conduct road safety audits on all road improvements or new road projects. This is in line with the South African Road Safety Strategy 2016 which states that road safety audits should be made compulsory by all road authorities. Provincial and metropolitan road authorities are following this example.

  •  professionals involved in road safety studies.
  • professionals involved with road designs and maintenance.
  • public sector officials responsible for the management, maintenance or provision of roads.
  • law enforcers who need to gain an understanding of the purpose and scope of road safety audits and appraisals.
  • individuals involved in the management or betterment of road safety and interested in furthering their technical knowledge of the road safety field with a focus on the road environment itself.
  • senior managers at road authorities or in the private sector involved in the roads design and/or road safety field/s.
  • individuals who need to procure road safety audit services from professionals or those who manage staff responsible for the supervision or execution of road safety audits. 
  • individuals who would typically not become directly involved in the process of conducting road safety audits themselves.
  • individuals who need to appoint specialist road safety audit teams in order to gain an understanding of the process and outcomes of a road safety audit, requirements and skills required in a road safety audit team, and the terms of reference content of a typical road safety audit.
  • junior technical staff and the road safety environment and geometric designers to gain general understanding of the road safety audit process.

Please note: This 2-day course is the first part of a 5-day Road Safety Audit course. Participants need to complete the subsequent 3-day practical course later to comply with SANRAL requirements for auditors.
